So the issue seems to come from AMD's vsync not working with GTA, so the frame rate sky rockets and the game freaks out. But if you are using an Nvida GPU, make sure the nvidia control panel has vsync on for GTA games and you should be sweet with the ingame frame limiter off and running 60fps fine. Well this solution actually worked.

This worked for me on the Rockstar Launcher version ,wich we all know that is the most outdated one ,well you must right click on the gta sa shortcut wich usually is on ur desktop, select the option "Troubleshoot this program" ,select there "This program worked on earlier versions of windows" and then select "WIndows xp service pack 1/2/3". Already tried this solutions: 1. Run In Compatibility Mode: Windows 98 / ME - NOT WORKING 2. Run In Compatibility Mode: Other Windows Version - NOT WORKING 3. Installed the DINPUT8.DLL in directory folder - NOT WORKING 4. Alt-Tab or Windows Key to Minimize and return to game - NOT WORKING 5. Running Steam Overlay and return to game - WORKING & TEMPORARY FIX (The mouse will not work again when I've looked around online for solutions: Reinstalled DirectX 8. Ran as administrator (even though the game is not in a privileged folder like Program Files (x86)) Compatibility mode: Windows XP Service Pack 2. Run in 640x480p resolution - Which makes the screen go black for a few seconds but then returns to normal without any window opening. STEEVE SSEES. Gta Vice City Silent Patch. Mouse Not Working in GTA San Andreas and GTA Vice City - Windows 8.1. Later i upgraded to Windows 10 10240, the game had issues but worked. My final upgrade was WIndows 10 10586, it completely took out my games, few of them got corrupted and many of them stopped working. I decided to downgrade back to 10240.
